The Climate Action Reserve is introducing a new modular protocol structure to improve the efficiency of protocol development, streamline revisions and updates, and facilitate the expansion of protocols to additional jurisdictions. This approach separates protocols into a Common Protocol covering common requirements applicable across jurisdictions, and Jurisdictional Modules that address location-specific conditions, with additional Technical Guidance Modules where needed. The Reserve is now seeking public comment on the proposed structure and draft Program Manual updates. Comments are due by April 27, 2026.
