We are seeking to modernize our registry platform for our carbon crediting operations to meet current and future operational, technical, and market requirements. We invite entities interested in supporting the design, implementation, and ongoing maintenance of a next-generation registry platform, including functions related to project data management and the tracking of carbon credits throughout their lifecycle, to submit an expression of interest by Monday, June 8, 2026, 5 pm Pacific Time.
The process for selecting a registry services partner is anticipated to involve two stages:

- Request for proposals (RFP) – to select one or more entities to be the Reserve’s registry platform partner. REQUEST FOR EXPRESSIONS OF INTEREST – REGISTRY

The Climate Action Reserve (“the Reserve”) is launching a process to select a long-term partner to help design, implement, and maintain a next-generation registry to support its carbon crediting operations.
About the Reserve
The Reserve is a 501(c)(3) nonprofit organization incorporated in California, United States. Our vision is a world cooperating to solve climate change at speed and scale, and our mission is to develop and implement trusted market-based programs to advance climate action for people and planet. To date, we have registered 982 projects and issued over 259 million credits. Although activities to date have focused on North America, the Reserve is expanding globally.
To support current and future operational, technical, and market requirements, the Reserve seeks to modernize its registry, including functions relating to the warehousing of project data as well as functions relating to the tracking of carbon credits throughout their lifecycle.
Since 2008, the Reserve has had the same registry partner, Xpansiv/APX. The Reserve takes this opportunity to acknowledge and thank this partner for its services to date. This partner is eligible to express interest in continuing to provide registry services to the Reserve.
The Process
This process is anticipated to involve two stages:
- Expression of interest (EOI). The stage will identify one or more entities eligible to submit a proposal. The EOI stage is expected to finish by mid-July 2026.
- Request for proposals (RFP). The stage will select one or more entities to be the Reserve’s long-term partner. Entities in this stage must have passed the EOI stage and subsequently enter into a standard non-disclosure agreement with the Reserve. To support their preparation of a proposal, entities will be provided with a detailed document outlining the Reserve’s user and business requirements. The RFP stage is expected to finish by the end of 2026.
Anticipated Scope of Requirements
The following are the anticipated essential parameters, technical registry requirements and operational standards:
- Core registry capabilities and data migration The registry must provide all existing registry features, including support of multiple unit types (e.g., Climate Reserve Tonnes (CRTs) and Registry Offset Credits (ROCs)). The platform must have continuous, public-facing online availability The provider must manage and securely perform the transfer of existing Reserve data and documents from the current registry.
- System interoperability and process agility The platform must feature APIs to support secure interoperability and integration with other Reserve systems (including third-party ones), accountholder systems, and meta-registries. Flexible integration with Reserve operational workflows (e.g., invoicing, payment). Operational workflows must include integrated interfaces for ongoing screening interfaces for KYC, AML, and other due diligence activities. Facilities to allow the Reserve to independently define and manage registry workflows.
- Security and resilience Provider must deliver a data and system design and management framework suitable for connecting to external regulatory and financial systems. The platform must feature robust security controls and continuous data backup models to guarantee resilience against data corruption or infrastructure loss. Registry data must have immutable audit trails for tracking data and transactions. The platform must have a disaster recovery framework to minimize registry downtime and data loss and recover to a predictable state within an acceptably short recovery period.
- Ongoing registry evolution Provider must deliver an ongoing managed service model that develops, supports, and enhances the registry over time as the market evolves and at the Reserve’s request. Provider must provide and demonstrate proactive support for aligning with international standards such as Article 6, CORSIA, country-specific compliance, and dMRV.
- Financial structure Registry costs must be proportionate to nonprofit operational constraints and align with the platform utility.
Submission Instruction and Timeline
Entities seeking to express interest are invited to submit a concise EOI (maximum 4 pages). An EOI should have four components:
- Brief description of the entity;
- How the entity’s platform and services are intended to fulfill the requirements specified in the anticipated scope, as written above;
- The entity’s experience in the carbon market and in the provision of registry services, including the deployment status of their technology platform;
- Proposed financial structure for registry costs.

Terms and Conditions
The conduct of this process does not constitute an offer by the Reserve. No agreement, obligation to negotiate, or obligation to engage in discussions is created between the Reserve and any entity that expresses interest or submits a response under this process.
No obligations on the part of the Reserve arise unless and until a registry services agreement is fully executed by the Reserve and a selected partner. For avoidance of doubt, the Reserve is under no obligation to select any partner as a result of this process.
The Reserve retains the right to use information submitted in response to this process to inform future procurement activities, registry requirements, and related development initiatives. All materials submitted to the Reserve will be treated as confidential, subject to any applicable legal or regulatory disclosure requirements.
The Reserve retains the right, at its sole and absolute discretion, to amend, suspend, or terminate this process at any time, without notice or liability.
